I regularly check the summon in the system, but the summon is delayed by the authorities. It was not my fault. Can I still claim that?

If the owner can prove the late update of authority causes that delay, Wahdah will assist in following up with the customer, but Wahdah will not be held responsible if there is no feedback or payment from the customer.
